Minister of Health Viktor Liashko Visits Kharkiv Region

During a working visit to Kharkiv region, Minister of Health of Ukraine Viktor Liashko reviewed the implementation of strategic medical projects. Together with the regional military administration leadership, he visited key medical facilities where construction, reconstruction, and modernization are underway.

The Minister paid special attention to facilities that ensure uninterrupted operation of hospitals during the war. Kharkiv region daily receives not only local residents but also internally displaced persons from frontline communities of Donetsk and Luhansk regions, so strengthening the region's medical system remains a priority of state policy.

What the Minister Inspected

Viktor Liashko visited construction sites, spoke with medical staff and contractors. He emphasized that in the conditions of a full-scale war, medical infrastructure must be not only functional but also safe for patients and doctors.

"Kharkiv region is a medical outpost for the entire east of Ukraine today. Investments in these projects are investments in people's lives," the Minister said.

This year, Kharkiv region received UAH 1.147 billion for the implementation of strategic medical projects. These funds are directed to creating safe conditions for patients and staff, as well as updating diagnostic and treatment equipment.

Key Projects Presented to the Minister

  • Underground medical complex "Kovcheh" at Kharkiv Regional Clinical Hospital, the first underground medical facility of this scale in Ukraine. The complex will be able to accommodate more than 2,000 people at once, ensuring continuous hospital operation even during air raid alerts.
  • New diagnostic and treatment building and underground hospital at the Regional Oncology Center. The underground facility area is almost 3,500 square meters, designed for 1,100 people. The oncology center serves more than 70,000 patients annually. In 2025, the facility received a linear accelerator, staff completed training, and renovation of premises for installing a CT simulator is ongoing.
  • Reconstruction of the regional children's clinical hospital. The emergency diagnostic department and future psychiatric department premises are being updated on an area of over 1,000 square meters. A phased comprehensive overhaul of the entire hospital has begun, with an underground shelter complex able to accommodate about 1,000 patients and doctors as an important component.

Technical Features and Safety

Construction of underground complexes follows modern civil protection requirements. They are designed as full-fledged medical spaces: operating rooms, intensive care units, diagnostic rooms, and autonomous life support systems. This allows patient treatment to continue without interruption even in the most difficult periods.

Special attention is paid to equipping facilities with modern equipment. The linear accelerator for the oncology center is an example of implementing high-tech radiation therapy, which was previously available only in a limited number of medical centers in the country.

Support and Prospects

The implementation of these projects became possible thanks to coordinated work of the Office of the President of Ukraine, the Government, and the Ministry of Health. Regional authorities express gratitude for systematic support of medical initiatives that allow not only restoring damaged infrastructure but also creating qualitatively new conditions for providing medical care in the region.

The next stage is completion of construction work at key facilities, commissioning of underground complexes, and continued modernization of equipment. This will allow Kharkiv region to maintain its status as one of Ukraine's leading medical centers even in wartime.
